Identify the work that stalls
Before comparing tools, describe where ordinary work stops. Short completion, an unexplained defect and turning uncertain requirements into code need different assistance. If recurring investigation is the main burden, a dramatic new-app demonstration should not decide the purchase. Review a small set of recent tasks and classify completion, investigation, implementation, review and release preparation. This is a planning method, not a product performance ranking. Choose the most frequent problem for the first comparison. A clear task makes the observed result more relevant than an overall score combining jobs that the team rarely performs.
Give candidates equal acceptance conditions
For a change to an existing calculation, record current behavior, the required change and behavior that must remain unchanged. Confirm input examples and expected results independently before giving candidates the same material. When comparing tools such as Cursor and Claude Code, avoid selectively giving one candidate additional hints. Separate investigation, proposal, editing and independent verification so the useful stage can be identified. The deliverable is not a large volume of generated code. It is a patch the responsible maintainer can explain, review and accept against the agreed requirement.
Separate completion from agent authority
Inline suggestions and an agent that edits files or runs commands should be evaluated separately. Establish the required editor, operating system, languages, models and permitted destinations for source material. A desktop application does not establish that all inference remains on the device. Decide which editing, execution and external-integration operations belong in the assignment, then test with the authority actually needed. A comparison does not require production credentials or client records. The useful question is whether the chosen configuration completes the task within the team constraints, not whether its broadest available mode can perform more actions.
Choose an authoritative specification
If uncertain requirements cause rework, a structured workflow such as Kiro specs may be relevant. More documents do not resolve conflicting instructions across issues, specifications and chat. For a search feature, record empty input, no matches and role-dependent visibility in one agreed source. After implementation, change one requirement and check whether outdated guidance remains. Evaluate the ability to keep explanation and code aligned through another revision rather than the amount of generated documentation. The authoritative location and its owner should be clear enough that a second maintainer can distinguish a real requirement from an obsolete suggestion.
Compare the cost of an accepted task
Separate subscription, inference, workspace, production operation and human repair. Provider credits and allowance figures are not one common currency. Record the actual consumption from investigation to accepted change for the same assignment. Separate heavy initial setup from a later small edit. When comparing a service that combines app creation and publishing with assistance inside an existing editor, include equivalent operational responsibilities on both sides. Otherwise one candidate only appears expensive because its budget includes omitted work. Apply mandatory requirements before price, then use observed task consumption to improve the recurring estimate.
Review the patch and its test oracle
Inspect the reason for a change against call sites and valid inputs. A test that merely copies the new implementation return value can preserve the same error as its expected answer. Choose a check that fails before the intended fix and succeeds afterward, then inspect unrelated behavior that could regress. Agreement between two AI outputs is not itself an independent oracle. Use examples whose expected behavior a maintainer can justify alongside existing checks. Record unresolved conditions before acceptance. This distinguishes a patch that looks plausible from a change supported by evidence about the required application behavior.
Decide through a follow-up handoff
Finish by having another maintainer make one small wording or condition change in the same project. Check that startup instructions, configuration, authoritative requirements and history can be found. Tie the adoption reason to actual work, such as a repeatable investigation with reviewable evidence and a patch. On exit, review source, data, external permissions and billing separately. One product need not own every engineering activity. Where several tools have distinct jobs, define who edits and who verifies each assignment so conflicting changes are not combined without an understandable review boundary.
